Kelly Williams Kelly Williams, Mrs. Galveston County 2004 Won 2nd Runner Up, Best Smile and Mrs. Congeniality 2004 in Dallas on June 20. She competed in Interview, Swimsuit & Evening gown.   She is a City Councilwoman in Kemah, and a graphic artist.  She is married to Paul Williams, and has a daughter, Halie, and a son, Paul.
